Description:  
       Position Overview:
The City of Springfield is seeking to fill a vacant Programmer Analyst position. This position will be the primary IT application support position for the City of Springfield’s mission–critical public safety departments (Law Enforcement, Courts, Fire, and EMS). The successful candidate will work with other IT professionals to resolve application, work station, and network issues, as well as, troubleshoot integration and connectivity issues across various platforms and software applications. Must have excellent communication skills and be able to prioritize competing needs. The technology solutions used in the public safety areas are joint ventures with regional partners (City of Eugene, Lane County). Successful candidate must have strong collaboration skills.

We are seeking applicants with the ability to build strong relationships with stakeholders and the ability to anticipate issues, think proactively, and use critical thinking skills to assist other IT professionals in maintaining and growing systems.

This position operates in the Justice Center; successful candidate must be able to pass an extensive Criminal History Check, including fingerprint identification, and must not have any felony convictions.

Additional customer service testing for top candidates will be scheduled for a later date. Those candidates invited to test will be emailed more information and asked to provide photo identification at the time of testing.

Summary of Essential Duties:
• Knowledge of IT systems, , fundamentals of data and application integration;
• Advanced understanding of Microsoft Windows, custom software installation and client workstation troubleshooting;
• Ability to create custom reports and create forms using vendor-supplied applications;
• Understand the fundamentals of technology project management;
• Provide excellent customer service.

Education / Experience:
Bachelor’s Degree / completion of a job-related four-year degree or equivalent in the field of computer science or related field with experience/training in programming techniques, information systems, databases; and,
• Minimum of two years of increasingly responsible professional experience in programming techniques, information systems, and databases. (Journey level: Grade C43)

Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.

Knowledge, Skills & Abilities:
• Analysis, design principles, common methodologies, tools;
• Software testing and troubleshooting methods;
• Computer hardware and software technologies;
• Knowledge of advanced databases and data structures;
• Report writing and report maintenance;
• Creating and modifying software based on customer specifications and project definition;
• Utilizing various languages and tools;
• Troubleshooting and resolving application problems;
• Troubleshooting and escalation complex IT incidents;
• Ability to analyze business process and recommend process solutions, hardware solutions and software solutions;
• Ability to effectively collaborate, negotiate and resolve minor disputes with peers from within the department, peers from other departments and peers from partner agencies.
