The Current Development Division is seeking a contributing level Development Planner who can provide professional front counter planning and zoning customer service, provide professional review of administrative permits and quasi-judicial land use and development applications, and provide technical research skills and information to the public, development professionals and internal customers. Development Planners work as part of the Springfield planning team at all levels at the direction of the Managers and Planning Supervisor.
Summary of Essential Duties:
A contributing level Development Planner is expected to:
Responds to counter, phone and internet requests for zoning information, land use application procedures and permit status from the general public, development professionals, land use applicants and other agencies, departments and jurisdictions
Reviews Type I Administrative and Type II Quasi-judicial land use applications for compliance with Federal, State and Springfield regulations and writes land use decisions
Performs activities providing land use information to the general public, land use applicants, and other agencies and jurisdictions
Provides information to City staff that includes zoning, refinement plans, the comprehensive plan, the development process, land divisions, wetlands and other site specific land use information
Participates in the gathering, review and professional analysis of basic planning data
Reviews and issues ministerial permits over the counter.
Analyzes proposed development projects, subdivisions, and partition maps
Participates in the preparation of reports, maps, graphics, and plan and policy drafts
Contacts various agencies to collect data necessary for special projects
Makes recommendations to improve customer relations and related processes and forms

Education and Experience:
Bachelors degree in the field of urban planning, environmental studies, geography, architecture, public policy, management or a field that includes sufficient related planning experience; and the direct experience necessitated by the competency level of the position and classification grade.
Contributing Level: 0-2 years of relevant professional planning experience in the public, private or non-profit sector (grade C41)
Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.
Knowledge, Skills & Abilities:
A contributing level Development Planner is expected to possess knowledge, skills and abilities in:
Theory, principles, software and practices of land use planning and zoning
Federal, state, local regulations, ordinances and directives that regulate planning
Customer Service concepts and procedures
Interpreting maps and reading site plans, and drawings/diagrams
Utilizing engineering and architectural scales of measurement and other digital tools
Evaluating development and land use proposals and applying relevant federal, state and local rules and regulations
Technical writing including planning analysis, legal findings and land use conditions of approval
Licenses & Certifications:
Valid Oregon Drivers License at time of appointment
