Salary: $49,878- $57,366 (Grade C41)/ $60,133- $69,160 (Grade C43) (steps 1- 4 on a 9 step scale), depending on qualifications.

Position Overview:
The City of Springfield's Development & Public Works Department is seeking a Planner or Senior Planner in the Current Development Division to implement City policies by applying the Springfield Development Code during land use review of planning applications, performing project management for major development projects, and serving the City Council and Planning Commission while carrying out their planning responsibilities.

The City is currently working on a full update of the Springfield Development Code.  Current staff has stepped forward to complete this momentous project of guiding City Council and the Development and Public Works Department to successfully merge contemporary political, economic and social trends with the State of Oregon’s iconic land use laws.  As a result, senior-level planner work is still needed in the Current Development Division and this is the hiring preference.  However, the City is also willing to give this development opportunity to a planner who may be early in their career.

Examples of Planner Key Responsibilities Include:
• Reviews Administrative and Quasi-judicial land use applications for compliance with Federal, State and Springfield regulations and writes land use decisions
• Performs activities providing land use information to the general public, land use applicants, and other agencies and jurisdictions
• Provides information to City staff that includes zoning, refinement plans, the comprehensive plan, the development process, land divisions, wetlands and other site specific land use information
• Participates in the gathering, review and professional analysis of basic planning data
• Analyzes proposed development projects, subdivisions, and partition maps
• Participates in the preparation of reports, maps, graphics, and plan and policy drafts
• Contacts various agencies to collect data necessary for special projects
• Makes recommendations to improve customer relations and related processes and forms

Examples of Senior Planner Key Responsibilities Include:
• Performs activities in current and/or long range planning, to include the processing of land use applications and the preparation of comprehensive planning studies
• Conducts research and provides interagency and interdepartmental coordination
• Participates in land use administrative and coordination activities
• Provides staffing to committees and associations/groups pertaining to planning and community development matters
• Presents complex reports with findings and recommendations/ proposals to staff and a variety of audiences including the Planning Commission, City Council and other public and private groups 
• Participates in the preparation of refinement plans and functional plans
• Provides project leadership and may provide lead to assigned staff
• Provides comments and recommendations on pending State land use legislation

Education / Experience:
Bachelor’s degree in the field of urban planning, environmental design, geography, or a field that includes sufficient related planning experience:
• 0-2 years of relevant professional experience (Planner: Grade C41)
• 5-8 years of progressively responsible relevant professional experience (Senior Planner: Grade C43)
• A Master’s degree may substitute for some experience.

Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.

Licenses & Certifications:
• Valid Oregon Driver’s License at time of appointment

Planner Knowledge, Skills & Abilities:
• Theory, principles, software and practices of land use planning and zoning
• Customer Service concepts and procedures
• Interpreting maps and reading site plans, and drawings/diagrams
• Utilizing engineering and architectural scales of measurement and other digital tools
• Evaluating development proposals and applying relevant federal, state and local rules and regulations
• Technical writing including planning analysis, legal findings and land use conditions of approval

Senior Planner Knowledge, Skills and Abilities:
• Experience preparing or reviewing all levels of limited land use permits with minimal supervision
• Experience leading multi-discipline project teams for major developments
• Experience in creating and evaluating zoning and implementation of comprehensive plan policies through code writing, revision and adoption
• Specializations in annexation, inventoried resource management or master planning
