Salary: $75,733- $87,090 (steps 1- 4 on a 9 step scale), depending on qualifications.

Position Overview:
The City of Springfield is seeking a Manager for the Land Development Review and Capital Delivery programs within the Department of Development and Public Works. This individual will directly supervise staff assigned to review and inspect all engineered public and private infrastructure systems designed and built to support new development proposals throughout the city.

Summary of Essential Duties:
• Manage and oversee professional staff to include: prioritizing, assigning, monitoring and review work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, and maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
• Oversees department-wide initiatives for the enhancement and improvement of service delivery.
• Represents the City at a variety of meetings, public events, training sessions, on committees, and/or other related events in order to prepare and present written and oral reports to the City Manager, Council, boards, commissions, other governmental agencies, and community groups; responds to complex and sensitive inquiries.
• Develops and negotiates a variety of contracts and agreements with internal and external agencies.
• Actively supports an inclusive and respectful work environment.

Education & Experience:
Bachelor’s degree in a related field, and;
• 5-7 years progressively responsible experience in the field of engineering
• Minimum of 1-2 years of personnel management experience;
• 3 or more years supervisory experience in Land Development Review is preferable.

Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.

Licensing and Certification:
• Valid Oregon Driver’s License at time of appointment.
•  Registration as a Professional Engineer in the State of Oregon, or the ability to obtain Oregon registration within twelve (12) months of appointment.

Skills & Abilities:
• Developing and monitoring safe work practices, and managing hazards in accordance with best practices;
• Monitoring and evaluating employees;
• Managing multiple projects and programs simultaneously;
• Mediating and resolving conflict;
• Communication, interpersonal skills as applied to interaction with coworkers, management, City officials, City Council, the general public, etc. sufficient to exchange or convey information and to receive work direction;
• Working effectively with clients, coworkers, employees, supervisors and others from diverse backgrounds.

Physical Requirements:
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Extended amounts of time standing and/or walking may be required.

Incumbent will be required to travel.

Selection and Interview Process:
Top candidates will be invited to interview.  Interviews are tentatively scheduled for the first full week in September (September 4-7, 2018).
