The City of Springfield has an exciting opportunity in our Police Department for a Police Dispatcher. Position Overview:
This position is responsible for maintaining the communication network between the Springfield Police Department and its officers, city residents, and other agencies. It is a technical position requiring multi-tasking capabilities in a stressful environment.

A professional Dispatcher is a highly responsible, multi-functional public servant who must handle many tough requirements, often in crisis situations. The nature of the job includes these key elements:
• Operate telephone, radio and computer equipment, often simultaneously
• Answer 9-1-1 emergency calls, public inquiries, and dispatch police units
• Usually routine call taking and dispatching, but periodically high-stress during emergencies
• Work a 9-hour shift
• Work with a team of one to four other Dispatchers
• Occasionally work overtime
• Mostly sedentary

Essential Duties:
The duties listed below are a typical sample; position assignments may vary.
1.  Maintains an ongoing awareness of the location and activity of field personnel via radio communication and computer-aided dispatch equipment.
2.  Responds to emergency and non-emergency phone contacts to include TDD's, with City residents and the public, and provides information, referral service, or police assistance; monitors intrusion alarms.
3.  Enters and retrieves criminal justice information using local, state, and national computer systems in response to operational needs and policies; makes determinations and relays information to
duty officers from 9-1-1 and teletype information received; uses computer-aided dispatch system to create a permanent record of police response activity.
4.  Receives varied information via telephone and determines priorities and need for both police response and reports; writes police reports from information received.
5.  Distributes police related information to other law enforcement agencies via telephone, FAX, radio and/or computer communications systems.
6.  Assists in the processing of individuals who have been detained for legal processing.
7.  Assists in the training of new dispatch personnel and the orientation of other personnel in proper communication techniques and dispatch procedures.
8.  Actively supports an inclusive and respectful work environment.
9.  Performs other duties of a similar nature or level.

Training & Experience:
Four years’ experience in an office environment with frequent public contact, multi-task functions, and occasional stress, OR two years of experience in a public safety communications, or equivalent dispatch operation. Formal training/coursework in law enforcement may be substituted on a year-for-year basis for half of the required experience.

Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.

Degree & Licensing and/or Certification Requirements:
Appointees must have a Basic Telecommunicators certification from the Oregon Department of Public Safety Standards and Training (DPSST), or the ability to obtain a certificate within twelve months of the date of hire.

Knowledge & Skills Required:
• Communicating with a clear, audible voice
• Performing duties efficiently in an operation with varying degrees of stress
• Obtaining sufficient, accurate information at all times
• Interacting tactfully and effectively with coworkers, other agencies, and the general public
• Maintaining concentration while shifting quickly from one subject to another
• Working on rotating shifts, and irregular hours, holidays, weekends, and overtime, as needed.

Physical Requirements:
Sedentary Work - Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Testing & Selection Process:

Video and Written Testing:
Testing for qualified candidates is tentatively scheduled for the evening of Monday and/or Tuesday, December 3 and 4, 2018 (depending on the number of applicants).  Please reserve these dates in the event you are invited to testing- notifications may be sent within 48 hours of testing! Testing will cost $30.00; cash or check only. Applicants invited to test will receive email confirmation with the exact date/time/location for the testing event. Those candidates invited to test will be asked to provide identification, $30.00, and proof of 45 wpm, net typing speed.

Free typing tests are available between 8:00am and 5:00pm at Lane Workforce Network, 2510 Oakmont Way in Eugene (541/686-7601). Check in at reception and ask to take the typing to test to get verification for the City Springfield. Typing verification from an Employment Agency may also be used. Online testing scores will not be accepted, unless they are administered by a reputable agency. Free online typing tests such as 'TypingTest.com' are NOT acceptable. The typing test must be dated within the last 6 months.

Additional Testing and Interviews for Top Candidates:
Top qualified candidates may be given the PERFEX test.  This test is a timed dispatch simulation.  It involves answering phones, listening to the radio, memorizing information and accurately recording information.  Date and time of testing and interviews will be determined at a later date.

Candidates considered for the Police Dispatcher position will be identified through a series of screening tools and tests including an Employment Application, Qualifying Questionnaire, Written Test, Physical Ability Test, Psychological Exam, Comprehensive Background, Medical Examination to include drug screening for controlled substances, and Oral Interviews.  All testing and selection processes will be done in accordance with the Oregon Veterans' Preference in Public Employment Law.
