Salary: $20.23- $34.49, depending on grade (B22-B24) and qualifications.

The City of Springfield has an opening for an Engineering Technician in the Development & Public Works Department.  The position will split focus between providing engineering assistance at the front counter and providing support for delivering capital improvement projects focusing on AutoCAD design.

Position Overview:
The Engineering Technician position performs a variety of field and technical office work of a paraprofessional engineering nature.

Key Responsibilities:
•  Providing coverage on engineering related front counter customer service interactions, phone calls and emails
•  Reviewing and approving the calculation of System Development Charges, processing of sidewalk permits, over-width driveways and curb cut permits for all residential building permits
•  Intake of encroachment permits and Land Drainage Alteration Permits
•  Providing general support to the Development and Public Works Department, including conducting research for public records requests, updating of forms, and work in the City’s permitting software (Accela)
•  Providing support for delivery of capital improvement projects, drafting construction plan sets for sanitary sewer, stormwater drainage, street, and transportation projects utilizing AutoCAD Civil 3D
•  Preparing and reviewing contract documents for bid and quote solicitations following State of Oregon statutes and local rules.

Education / Experience:
Associate’s Degree or two-year technical certificate in engineering or related field, and sufficient experience:

•  1 year of general experience in the engineering field, which may include: surveying, drafting, engineering principles and instruments, construction principles, and street, sanitary, sewer, and storm drain design (Contributing level: Grade B22. $20.23- $28.33/ hour)

•  3-5 years of progressively responsible experience in the engineering field, which may include: surveying, drafting, engineering principles and instruments, construction principles, and street, sanitary, sewer, and storm drain design (Journey level: Grade B23. $22.19- $31.06/ hour)

•  5 or more years of progressively responsible experience in the engineering field, which may include: surveying, drafting, engineering principles and instruments, construction principles, and street, sanitary, sewer, and storm drain design (Advanced/Lead level: Grade B24. $24.64- $34.49/ hour)

Preference may be given for previous knowledge and experience:
•  Public permitting intake and review
•  AutoCAD Civil 3D

Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.

Licenses & Certifications:
 Valid Oregon Driver’s License at time of appointment.

Knowledge, Skills and Abilities:
•  Have exemplary customer service skills
•  Experience in a lead customer service role, preferably in the construction industry, residential design or permitting in a municipal or county planning, building or public works office
•  Have a practical understanding of engineering/ surveying principles regarding the design and construction of streets, sanitary sewers, and storm drains
•  Knowledge and skill in interpreting, review, and permit approval of site plans related to location of utilities, driveways, and easements
•  Knowledge of the Land Development process as it relates to public infrastructure
•  Knowledge of engineering mathematics to calculate System Development Charges based on established rates
•  Ability to communicate plan review comments and requirements with applicants
•  Ability to read and understand standard construction specifications, and experience researching and writing construction specifications
•  Ability to engage and explain technical terms and instructions to customers who may not be familiar with engineering jargon and processes
•  Knowledge of Microsoft Office Suite, general knowledge and understanding of GIS applications, and AutoCAD/AutoCAD Civil3D
•  Ability to read and understand maps, blueprints, construction drawings, diagrams and schematics

Physical Requirements:
Light to Heavy Work as defined in the classification specification.
 
Some duties of this position are performed in a field environment that involves travel by motor vehicle to sites to make inspections. The position requires occasional lifting and exertion for short periods. The incumbent may spend long periods walking, sitting or standing; involving exposure to various weather conditions with potentially hazardous job sites.
