| ||Position Overview:|
The City of Springfield is seeking to fill a key position in the Operations Division of the Development & Public Works Department. The Management Analyst position supervises four positions: Infrastructure Systems Technician, Data Management Specialist, and two Administrative Specialists. This position will support complex Division operations through developing and maintaining budgets, business analysis, Fuel Facility management as leader of agency partners governed by IGA, managing the Citys fleet of equipment and vehicles, procurement, and database management.
Summary of Essential Duties:
Activities include but are not limited to:
Supervises the daily operations of the front office, provides technical direction to staff, and assigns work.
Supervises the daily operations of infrastructure management and computer equipment technical staff.
Develops and maintains budgets across a range of funds and programs.
Analyzes business processes for efficiency and effectiveness.
Performs project and policy analysis, which includes: conducting research, determining and raising pertinent issues, summarizing findings, and presenting results.
Manages the Regional Fuel Facility program, which includes: working with agency partners, drafting user agreements, ensuring compliance with applicable regulations, and preparing related reports.
Manages equipment and fleet systems using databases and entering data, monitoring schedules and timelines, and making recommendations
Oversees larger procurements for the Division, and works with the Finance Department to create purchasing contracts.
Oversees all intergovernmental agreements (IGAs) including their creation, modification, accounts payable and receivable, and ongoing compliance with requirements.
Collects and compiles various data points to develop appropriate databases, metrics, analytics, and key performance indicators.
Assists in developing and maintaining strategic planning processes aligned with organizational goals and initiatives
Actively supports an inclusive and respectful work environment.

Education / Experience:
Bachelors degree in finance, accounting, business administration or a related field, and;
1 year of supervising or leading the work of others, and sufficient experience as necessitated:
2-5 years of experience developing and maintaining program budgets (Grade C42)
5 or more years of experience developing and maintaining program budgets (Grade C43)
Preference may be given for specialized knowledge or experience in:
Government procurement or contracting
Creating and managing databases
Any equivalent combination of knowledge, skills, education and experience may be considered qualifying.
Licensing and Certification:
Valid Oregon Drivers License at time of appointment.
Knowledge, Skills & Abilities:
Establish goals and responsibilities for monitoring and evaluating the work of subordinate staff
Leading and supervising projects and programs
Understanding of public budgeting principles and financial systems
Demonstrated skill at building and monitoring complex budgets and researching and correcting budgetary issues
Budgeting methods and regulations
Skilled in advanced use of computer programs (e.g. spreadsheet, database, asset management systems, business intelligence)
Well organized with demonstrated skill in tracking multiple assignments and details to conclusion
Communicates clearly and effectively both orally and in writing in a way that the intent and purpose is easily understood by people who will have different learning styles and may not have a deep background in the subject matter
